
Welcome to the Superior Officers Council (SOC) COBRA Program
The Superior Officers Council offers Consolidated Omnibus Budget Reconciliation Act, (COBRA) benefits to spouses and family members under certain circumstances for a period up to 36 months.
What SOC COBRA Offers:
- Prescription Drug Coverage – Provided by OptumRx (Commercial and Medicare plans available)
- Dental Coverage – Provided by UnitedHealthcare
- Optical Coverage – Provided by Davis Vision/Visionworks
Who Is Eligible for SOC COBRA Coverage:
1. Active COBRA
SOC members in active status who wish to continue coverage for a dependent child who has aged out of standard eligibility.
- Optical and Dental: Coverage ends December 31 of the year the dependent turns 23
- Prescription Drug: Coverage ends December 31 of the year the dependent turns 26
2. Retired COBRA
SOC members in retired status who wish to continue coverage for a dependent child.
- Optical and Dental: Coverage ends December 31 of the year the dependent turns 23
- Prescription Drug: Coverage ends December 31 of the year the dependent turns 23,
(provided they were enrolled in the Optional Prescription Drug Rider at retirement)
3. Spouses/Eligible Dependents of Deceased Members
Spouses and dependent children of recently deceased members who received the monetary Death Benefit may continue SOC coverage.
4. Death Benefit Recipients (3-Year COBRA)
- Members who prior to 2010 elected to provide their spouse/dependents with three years of premium-free COBRA instead of the monetary Death Benefit
- All post-2010 eligible spouses/dependents are automatically entitled to three years of premium-free COBRA coverage
5. Lifetime COBRA for Death Benefit Recipients
Spouses currently receiving COBRA benefits under the Death Benefit program may choose to continue coverage indefinitely by paying the monthly premium.
Important Details:
- Coverage Duration: Up to 36 months of extended benefits
- Cost: You are responsible for the full premium. Payments may be made monthly or annually via credit/debit card or PayPal
- Enrollment Deadline: You must elect COBRA coverage within 60 days of the qualifying event (e.g., child aging out, member’s death)
